今年財政預算案加煙稅逾31%，每包香煙至少加價12元，主流煙每包零售價78元。政府設定目標希望將吸煙率由現時的9.5%減低至7.8%，並強調加煙草稅不是唯一的方法。吸煙與健康委員會倡設「無煙世代」，建議參考外國做法，設立「終身禁煙令」，在2009年以後出生的市民，終身不能購買煙草，希望讓新一代一世無法接觸煙草，就不會墮入吸煙陷阱，目標在明年初開展公眾諮詢。
